Do I need to create a scheduled task for the getRulebase.cmd?

If you have getRulbase.cmd and snf_engine.xml <update-script/> configured properly and you are using SNF Version 3+, then SNFServer will automatically launch getRulebase.cmd when a new rulebase file is available. You will not need to run a scheduled task.
